Thief Arrested After He Stole Vehicle Registration Plates And Left His Number Asking Owners To Call And Pay Him To Get Them Back

So the police in Kawempe, Uganda have arrested a dumb suspected thief, who stole vehicle registration plates and left his contact number asking victims to call him and pay to get them back.
The New Vision shared the news on facebook, they wrote;
